"Give me what I want and I'll go away," demands the black-eyed, stocking-capped stranger Linoge (Colm Feore), who appears in a quiet island community on the verge of the worst storm in decades and brutally bludgeons an old lady to death. Tim Daly, the town sheriff and voice of reason and moral strength, locks up the quiet madman, but the deaths pile up as Linoge acts them out from his cell like a murderous mime pulling psychic strings. Stephen King, whose original teleplay is his best work for the screen since The Stand, transforms the sleepy burg into a Peyton Place of guilty secrets and criminal activity ripped from under a blanket of small town normality while the white-out of the snowstorm completely cuts them off from civilization. Director Craig R. Baxley nicely maintains an icy tension while the waiting game goes on, perhaps a little too long, before Linoge finally reveals "what he wants" and the drama turns into a struggle for man's soul in miniature. The more ambitious special effects and set pieces sometimes disappoint but are more than made up for in King's knack for turning the mundane into the macabre (the children's song "I'm a Little Teapot" has never sounded more sinister) and a few brilliantly realized sequences, the best of which occurs when townspeople are literally yanked out of existence while watching the storm. Clever and original, this horror film directed by Steve Miner (Forever Young) stars Julian Sands as a 17th century warlock who escapes the gallows and is transported--along with the witch hunter who brought him to trial (Richard E. Grant)--300 years into the future. Running loose in contemporary Los Angeles, Sands's supernatural monster sets about reuniting the scattered portions of a Devil's Book that will reveal the true name of God and thus destroy mankind. In a great twist, the last bit of the book is in a very interesting place: the grave of Grant's character, who has enlisted the aid of a woman (Lori Singer) in a hurried effort to stop imminent disaster. Genuinely involving, Warlock is aided immeasurably by sharp performances from the equally eccentric Grant (Withnail and I) and Sands (Naked Lunch). Miner invents his way through a kind of simultaneously new and old horror tale, and the results are taut, fun, and surprising. If you've never heard of South of Heaven, West of Hell, there's an excellent reason. If you have heard of it, it's probably because you stumbled upon the information that it marks the directorial debut of singer-actor Dwight Yoakam, who managed to sweet-talk a spectacularly quirky cast into abetting the enterprise: current girlfriend Bridget Fonda and her papa Peter; indie-world luminaries Vince Vaughn and Billy Bob Thornton (for whom Yoakam made a memorably loathsome villain in Sling Blade); character-acting stalwarts Bo Hopkins, Matt Clark, Luke Askew, and Scott Wilson; and such icons of the florid fringe as Bud Cort, Paul Reubens, and Michael Jeter. All should file for workman's comp and alienation of audience affection because they got themselves mired in one of the dumbest, most inept, most tediously self-indulgent messes in the history of showbiz hubris.Yoakam stars (you guessed?) as a U.S. marshal whose tiny Arizona town is literally annihilated by a clan of outlaws from his past. He and they used to be family. Now he has to track them down, even as they go on making life hell on earth for anyone in their path. That includes a hapless government man (B. Cort) whom they're keeping alive for sport, and a traveling lady (B. Fonda) who ... well, who's blonde and is mostly photographed in slow motion because she's the director's girlfriend (see above). It is beyond the scope of mortal man to describe how primitive are Yoakam's notions of dramaturgy (mostly there is just shouting and hair), how any coherent grasp of time or geography eludes him, how little difference it makes whether these gargoyles start killing each other in any given scene. Simple but enjoyable horror yarn that is crude in budget but still interesting and compelling to watch.
Although one of the secondary characters, the film is most noticable for character actor/muscleman Nicholas Worth who plays the musclebound demonic sherrif guardian to the hell gate.

If you are looking for a movie based upon some facts of the Jack the Ripper case but going off in a new direction, this isn't a good bet either. It's a typical low budget teen slasher with just enough loose mentions of the Ripper case so they could throw a name on it to catch all the people looking for the other movie. It basically steals the plot of Scream 2, replacing the nonsensical links to the first Scream movie with nonsensical links to the Jack the Ripper case.
If you are looking for a scary horror movie, this ain't it either. The characters are all idiots. For supposed top students in serial killer studies (that all look like teen models, right) none of them act in a way at all realistic for someone in their position. It's like basing a slasher movie at a music camp but with characters who can't play any musical instruments, except worse than that, because these people aren't just dumb for supposed serial killer experts, they make boneheaded mistakes that cheerleader characters in other movies are too smart to make. So right off the bat you couldn't care less if the characters die, which makes it hard to feel any horror. But then the movie manages to miss most every opportunity for suspense and instead makes fuzzy references to things that never appear onscreen but might have been interesting if they had.
If you are looking for a good cheesy teen slasher popcorn movie... nope, not here either. The ending is horribly muddled, the pace is bad, the dialogue is ridiculous, and the romantic or sexy parts they usually use to pad the storyline for those films are entirely absent.
And it doesn't even work as a movie so bad you watch to laugh at its unintentional jokes, because it's just not entertaining. It's not a "Hah hah hah. How stupid" kind of thing, more of a "What? They can't be serious, how lame."
There were a couple scenes and one or two actresses that might have been good in another movie, if only the people writing and producing it had picked what kind of film they wanted to create and then put a little effort into it.
